Studies and Analyses

We specialize in performing open source research in defense-related disciplines and have provided research, studies and analysis support to larger research firms in the National Capital Region. We are also available to work with our clients to develop white papers and other work products as required. Our research programs are tailored to the specific requirements of each client. Our process includes an initial meeting with the client to establish the research questions and to set the parameters of the research. Regular reviews are conducted throughout the course of the research to ensure the appropriate focus is developed and maintained through to conclusion.

Organizational Development

We provide senior level expertise to work with organizations to improve their performance. We offer strategic planning services to include assessing the client’s strategic environment, helping the client define and articulate organizational objectives, and defining a measurable path to success. In addition, we employ appreciative inquiry techniques to identify the client’s organizational strengths to build on for success. A key component of organizational development is leadership development, which can be done in seminars and workshops, supported by executive coaching for key personnel. We also have expertise in policy and doctrine development, meeting facilitation, mediation and communication.

Program Management and Functional Management

We have extensive experience in
acquisition, management and execution of large, complex programs. Effective acquisition support depends on the ability to translate operational needs into technically executable requirements.

Dr. Herb Kemp

Dr Herbert C Kemp served on active duty in the United States Air Force from 1973-2001, retiring in the rank of Colonel. In his last assignment, he served as Deputy Director for Surveillance and Reconnaissance, Headquarters USAF. He was responsible for directing the functional and programmatic management of operational Air Force surveillance and reconnaissance programs worldwide, averaging $1.8 Billion annually.

Dr. Francine Kemp

Dr Francine De Ferreire Kemp has consulted to US Government agencies and private organizations on matters of leadership, diversity, conflict management, cross-cultural and inter-
cultural communication. In addition, she has worked as a professor, mentor, published author, motivational speaker, certified mediator and lifelong civil rights activist.
